New IRSAC Members Named

 The Internal Revenue Service has appointed 12 individuals to terms on the Internal Revenue Service Advisory Council.  IRSAC serves as a public for IRS officials and representatives of the public to discuss issues in in tax administration.

The new members, who serve three-year terms, are the following:

Robert Barr, VP of business engineering, CGI Federal, Dallas, Texas, worked at public and private sector organizations  including South Carolina Department of Revenue, Intuit, Dell, Blockbuster and USAA. Barr was the IRS Assistant Commissioner for Electronic Tax where his work included branding  the IRS e-file and the Electronic Federal Tax Payment, establishing the National Accounts Program, enabling credit card payment of taxes and digital signing.

Andrew Bloomhead of tax strategy for Golub Capital, of, Northern Virginia. advises on tax issues for investors, general partners, large partnerships, foreign corporations and business development companies as an SEC) registered investment advisor and international asset manager. 

Elizabeth Boonin, a CPA, is managing member, Sound Accounting, East Setauket, New York. She is the founder of a full-service public accounting firm offering individual and business tax services, representation in IRS matters and business valuations for mergers and acquisitions. 

Beatriz Castanedadirector of tax information reporting for Coinbase, based in Parker, Colo. focuses on tax information reporting for traditional services and digital assets, advising about tax rules and also assesses potential risks. 

Steven Grieb, senior compliance counsel, Arthur J. Gallagher & Co., Rolling Meadows, Ill., deals with Employee Retirement Income Security Act (ERISA) and fiduciary duties, as well as with helping plan sponsors and service providers understand and comply with Internal Revenue Code requirements.

Lawrence Sannicandro,  partner, McCarter & Englis, Newark, N.J.,. Sannicandro is a principal draftsperson of written comments from the American Bar Association Tax Section to the IRS on issues, including changes to Schedule UTP, Uncertain Tax Position Statement. 

Peter Smith, senior manager, Artisan Partners Limited Partnership, Milwaukee, Wis., is a tax specialist with expertise on tax issues that impact the investment fund community and has worked extensively in both research and compliance of tax law for U.S. and non-U.S. regulated and non-regulated funds, securities and investors.

Cory Steinmetz, IRS compliance officer and principal assistant attorney general, Office of the Ohio Attorney General, Columbus, Ohio, manages IRS compliance for the office and litigates tax issues in state and bankruptcy courts across the country, representing governmental creditors in consumer and corporate bankruptcy cases.

Hussein Tarraf,  president, Tarraf & Associates, Dearborn, Mich.,. Tarraf, a CPA and Certified Fraud Examiner,  provides tax advisory and assurance services, primarily to small- to medium-size businesses and high net-worth individuals..

Lucinda Weigel, CPA and Enrolled Agent, is owner of Weigel Tax & Accounting Services, Vienna, Va.. Her firm specializes in helping older and disabled clients manage their tax matters and financial affairs. 

Thomas Wheadon is head of international tax and transfer pricing, for MAHLE Industries, Farmington Hills, Mich., . a German-owned manufacturing company. He is responsible for international tax calculations, modeling and reporting related to Base Erosion and Anti-Abuse Tax and Global Intangible Low-Taxed Income, as well as managing transfer pricing in accordance with the Organization for Economic Cooperation and Development guidelines. 

Nicholas Yannaci, director in group tax, UBS, Stamford, Conn., is responsible for IRS correspondence related to audits, abatement requests, liens and notices of default and reviews prospectuses to ensure accurate disclosures and works closely with operations to ensure accurate reporting. 

The 2024 IRSAC Chair is Annette Nellen, professor of accounting and taxation and Master of Science in Taxation program director at San Jose State University, San Jose, Calif. A CPA and attorney, Nellen is active in the tax sections of the AICPA and is former chair of the Tax Executive Committee). She is also vice chair of the American Bar Association’s Tax Policy and Simplification Committee and is a member of the Tax Executive Committee of California Lawyers Association 

Bob Scott
Bob Scott has provided information to the tax and accounting community since 1991, first as technology editor of Accounting Today, and from 1997 through 2009 as editor of its sister publication, Accounting Technology. He is known throughout the industry for his depth of knowledge and for his high journalistic standards.  Scott has made frequent appearances as a speaker, moderator and panelist and events serving tax and accounting professionals. He  has a strong background in computer journalism as an editor with two former trade publications, Computer+Software News and MIS Week and spent several years with weekly and daily newspapers in Morris County New Jersey prior to that.  A graduate of Indiana University with a degree in journalism, Bob is a native of Madison, Ind
