Robert Lougen, Liberty Tax Service Liberty Tax Service has named Robert Lougen as VP of operations. Lougen spent 23 years with H&R Block, with his last position as president of H&R Block Canada from June 2004 through August 2012. Since then, he has served as president of his own consulting company and as an advisor to a private equity intermediary.
