Advocate: Collectors Hit the Poor

Private collection agencies hired by the Internal Revenue Service to collect delinquent taxes are disproportionately chasing bills owed by low-income taxpayers, according to the mid-year report to Congress by the National Taxpayer Advocate. The Taxpayer Advocate Service found 23 percent of those contact by PCAs to be below the federal poverty level with 53 percent below 250 percent of that level.
